Webster moves closer to consolidation

   After 10 months of study and deliberation, the nine members of the Preston-Weston-Webster County Charter and Unification Commission have unanimously agreed to release a report recommending the consolidation of all three local governments. The report, which is being officially released on March 29, explains the rational behind the recommendation.
   The report, available in printed format from the County Commissioners' office and Preston City Hall, is also available in electronic format at Preston's website, http://home.alltel.net/prestoncityhall/index.htm. It covers a broad range of issues related to the

 
   
operations of the three local governments, including administration, service delivery, revenue, and expenses.

offer more efficient delivery of services, improve administrative efficiency, and eliminate duplicitous elements of governmental operations, among other things.
   The report also discusses the utility franchise fee, which is currently imposed in Preston, but which cannot be levied in the unincorporated area because of a prohibition in state law. A consolidated government could impose the utility franchise fee throughout the county, raising enough revenue to allow a property tax cut of approximately 13%.
   A public hearing will be held at 7 p.m. on April 19 at the Webster County Agricultural Extension building at 7235 Washington Street (GA Hwy 41, South) to receive public comments upon the report. The hearing will be conducted jointly by the Charter and Unification Commission, the Town Council of Weston, the Town Council of Preston, and the Webster County Commission.
