   With the knowledge that come January 1 a majority of members of the Commission of the Unified Government of Cusseta-Chattahoochee County would no longer wish for him to serve as manager of the local government, Elvin Hardy tendered his resignation in a special called meeting on Tuesday, Dec. 19. The resignation is effective at the end of the day on Jan. 1.
   This is the second December in a row that someone has resigned from the top administration position. Former manager Doug Westberry – the first person to hold the manager position after the local city and county governments consolidated -- resigned around this time last year, citing a “hostile environment” as his primary reason for stepping down.
   Hardy stepped into the role as interim manager in April of 2006 and commissioners later hired him without the “interim” in front of the title. Hardy knew he was taking the position in a time in which the recently consolidated government was experiencing some growing pains and controversy, but he thought the problems could all be worked through.
   However, in his letter of resignation he wrote: “I have remained through the previous hostile working environment because I believed that

 
   
 
   
 
   
exhibiting a high level of integrity and maintaining open lines of communications would have a positive affect and do much to alleviate the problems that had produced the environment I stepped into in the manager’s position.  … I was mistaken regarding the reasons for the strained conditions in the Cusseta-Chattahoochee County Government.”
   He did not elaborate on what he believed were the specific reasons, but it was clear that his time as manager would soon end even without a resignation, as a majority of the people who will be serving as commissioners in 2007 he informed him that they didn’t want him to continue. 
   Hardy said he is proud of the way he has performed on the job during the past year.
   “It has been my goal as the Chief Executive Officer of this local government to bring an increased level of professionalism, productivity and performance to the local government
under the direction of the Board of Commissioners and to act in the best interest of the community at large,” he wrote. “I have worked long hours including late nights, weekends and holidays to

accomplish these goals.  During the process many problems and challenges have been encountered and overcome.  I have given myself to the struggle to improve the quality of the lives of Cusseta-Chattahoochee County’s citizens and to work toward a better and safer environment for our children.  I have sought to prepare the way for an increase in the prospects for local people while attempting to prepare for the growth that Cusseta-Chattahoochee County is about to experience.”
   He added that he has enjoyed working with a number of officials and fellow employees of the local government and that he wishes the community well.
   “My wish for the citizens is only for the best and my hope is that the community will be as well served by the new leadership as by those who are departing,” wrote Hardy. “The future of the residents and their children should be our primary focus and serving them well our ultimate goal.”
   In addition to his letter of resignation, Hardy gave the commissioners a document detailing the current “State of Cusseta-Chattahoochee County.” The newspaper plans to publish a summary of Hardy’ thoughts on where the local government stands in an upcoming issue.
